Nevada has run out of weed and California is facing the opposite problem: they have way too much. How can growers deal with the surplus?

While this option is not immediately profitable, and therefore might not be favorable amongst growers, one of the more altruistic things that California can do with their surplus of weed is donating some of it to patients who can’t afford a steady supply of it.
They can even work with cancer centers and hospice facilities. Who knows? The government might even give them a tax break for it.
